STRATEGY
for ensuring the right of every child in Ukraine to grow up in a family environment for 2024-2028

Full text of the Strategy
The aim of this Strategy is to realise every child’s right to grow up in a safe and supportive family environment by creating a system of support for children and families with children, reintegrating children into their families and developing family-based forms of upbringing.

Orphans in institutional care do not have a sense of family or personal space. This is simply not possible in orphanages, because the staff is not able to give everyone warmth and care in full. While the reform is ongoing, children are still being placed in institutional care and remain there. So we support these children in all possible ways.

A small group home is a social protection institution designed for long-term (inpatient) residence of orphans, children deprived of parental care, including children with disabilities, and persons from their number in conditions close to family.
